Noise definition misses the point

The Civil Aviation Authority's definition of noise says that: "The extent of the unacceptability of sound depends on three physical characteristics:"
Intensity
Duration
Frequency
We think this definition is inadequate and that it needs to include:
time of day and
ambient/default noise levels.
We think that without these, airports get an easy ride particularly since aircraft noise is excluded from any legal controls or environmental legislation.
